Japan and Australia have both concluded association negotiations with the European Commission, and both are joining Pillar II of Horizon Europe. They are not, however, on the same timetable – Japanese entities have been able to apply under transitional arrangements since January 2026, while the equivalent arrangement for Australia begins in January 2027.<\/span><\/span><\/p>

That difference matters practically. One country is in the system now and under-using it; the other has a year of runway to prepare properly. This guide covers both, and the access problem they share.<\/span><\/span><\/p>

Twenty-two non-EU countries were associated to Horizon Europe before these two, and exploratory talks with India have also concluded. The Commission’s pages on <\/span><\/span>cooperation with Japan<\/u><\/span><\/span><\/span><\/a> and on the <\/span><\/span>conclusion of the Australia negotiations<\/u><\/span><\/span><\/span><\/a> set out the current position.<\/span><\/span><\/p>

What Pillar II association covers<\/b><\/span><\/span><\/span><\/h2>

Pillar II is the collaborative part of the programme, organised in six thematic clusters: health; culture, creativity and inclusive society; civil security for society; digital, industry and space; climate, energy and mobility; and food, bioeconomy, natural resources, agriculture and environment.<\/span><\/span><\/p>

Association to Pillar II means entities can join and lead consortia and receive funding directly from the Commission on terms equivalent to entities in Member States. It does not extend to Pillar I – the European Research Council and Marie Sk\u0142odowska-Curie Actions – or to Pillar III, which includes the European Innovation Council. Those remain accessible on the terms that apply to non-associated third countries.<\/span><\/span><\/p>

One further condition applies to all associated countries: individual calls may restrict participation to protect the EU’s strategic assets, interests, autonomy or security. This is stated in the call or topic text, so the topic governs rather than the country list.<\/i><\/span><\/span><\/p>

Japan: live now, and under-used<\/b><\/span><\/span><\/span><\/h2>

Japanese entities have been able to apply since January 2026 under the transitional arrangement, receiving EU funding as beneficiaries and leading consortia on the same footing as entities from Member States. Association also gives Japan a seat in the programme’s governance structures.<\/span><\/span><\/p>

The honest picture is that participation has not yet followed. Japan’s draft budget provided roughly \u20ac6.6 million as its 2026 association contribution – around 0.05% of the programme’s expected budget for the year, and only about three times New Zealand’s first-year contribution despite a population roughly twenty-three times larger.<\/span><\/span><\/p>

That number is not a criticism of Japanese research capability, which is not in question. It is a measure of how little of the system Japanese organisations are currently using, and it says the same thing this series has said about Canada<\/a>, Korea<\/a> and Ukraine:<\/a> eligibility was the easy part. The contribution is expected to rise as participation grows, which means the organisations that establish themselves in consortia now are doing so in an unusually uncrowded field.<\/span><\/span><\/p>

The strategic areas named in the association context are advanced materials, semiconductors, biotechnology, artificial intelligence, quantum computing, renewable energy and fusion technology. Association also underpins existing structures including the EU\u2013Japan Enhanced Dialogue on Advanced Materials, the EU\u2013Japan Digital Partnership and the Broader Approach agreement on fusion.<\/span><\/span><\/p>

Australia: a year of runway<\/b><\/span><\/span><\/span><\/h2>

Australia’s position is different in a useful way. Australian organisations have already participated in 239 Horizon Europe projects under third-country rules, typically self-funding or relying on narrow exceptions. The relationships, the delivery record and the familiarity with the programme already exist – what changes from January 2027 is that the money follows.<\/span><\/span><\/p>

From that point, Australian entities move from third-country status to being treated as eligible entities from an associated country, with direct and routine access to funding under Pillar II on equal terms, including the ability to lead consortia.<\/span><\/span><\/p>

The practical implication for the next twelve months is unusual and worth stating plainly: Australian organisations should be positioning for calls that will be evaluated after the transitional arrangement takes effect, not waiting for it to begin. Consortia forming in 2026 for 2027 submissions are the ones an Australian partner should be joining now.<\/span><\/span><\/p>

Association also formalises a partnership with existing substance – the Square Kilometre Array being the most visible example – and the named priority areas are digital, industry and space; climate, energy and mobility; and food, bioeconomy and agriculture.<\/span><\/span><\/p>

The problem both countries share<\/b><\/span><\/span><\/span><\/h2>

Eligibility is settled or settling. Access is not, and for the same structural reasons that apply to every distant associated country.<\/span><\/span><\/p>
