Horizon Europe is becoming increasingly global. With Japan concluding association negotiations, Australia following shortly after, and India advancing discussions, organisations now have more strategic partner options than ever before. The real opportunity is not simply knowing who is eligible\u2014it is building stronger international consortia before the competition catches up.<\/span><\/p>

What \u201cAssociation\u201d Actually Means<\/b><\/span><\/h2>

Association to Horizon Europe is the closest form of research and innovation cooperation the EU offers to non-EU countries. Once associated, legal entities from that country can participate in Horizon Europe calls under equivalent conditions to EU member state entities \u2014 including leading and coordinating projects \u2014 unless a specific work programme or call text limits participation for strategic, security, or autonomy reasons.<\/span><\/p>

This matters practically: a longer list of associated countries means a longer list of potential consortium partners who count as \u201cdomestic\u201d for eligibility purposes, not as awkward non-EU add-ons requiring special justification.<\/span><\/p>

The Current List: 22 Countries, Plus Two Just Concluded<\/b><\/span><\/h2>

As of mid-2026, 22 non-EU countries are formally associated with Horizon Europe: Albania, Armenia, Bosnia and Herzegovina, Canada, Egypt, the Faroe Islands, Georgia, Iceland, Israel, Korea, Kosovo, Moldova, Montenegro, New Zealand, North Macedonia, Norway, Serbia, Switzerland, T\u00fcrkiye, Tunisia, Ukraine, and the United Kingdom.<\/span><\/p>

Two further countries have concluded association negotiations and are moving through ratification:<\/span><\/p>
